When we talk about consistency in SEO, we mean consistency in format, consistency in postings and consistency in effort.
Consistency in format - this includes everything from your URLs to your page layout. If you have decided on the URL format to use then be consistent in linking/re-directing links to the preferred URL format so you can maximize your link juice. I strongly recommend you to use Search Engine Friendly (SEF) urls, like the ones we use in this blog. Google and generally all search engine spiders love to see urls in this format http ://your-domain.com/category/services/service-abc/ rather than http ://your-domain.com/index.php?category_id=1&services_id=1&prod uct_id=etc etc.
When it comes to page layout find out and stick to one format. Even if the design is old-fashioned don't make radical changes. Improve the layout if you wish, but do it in small bits. Search engine spiders do not like dramatic changes, they don't have the time to update their storage room with a million changes for your website.
Consistency in postings - and more specifically postings frequency. This part actually concerns webmasters who maintain and update websites with blogs. Consistency does not mean daily posting but at least have something new each week for your readers (and search engine spiders!) to read. Remember to use keywords though (consistency again!) because the blog is meant to serve fresh content for spiders to crawl and you want them to be produce a good collection of keywords.
Consistency in effort - SEO is not a one time thing. I will refer to the first of this article and repeat that humans are creatures of habits. Many people getting enthusiast about new SEO techniques they have learned. If your consistency lasts from Monday to Wednesday, then guess what; you have failed. You need to be consistent in your SEO efforts meaning that you need to keep up-to-date of the latest SEO techniques and tools. This is very important because search engines constantly tweak their ranking algorithms. So constantly check the latest SEO news and be consistent in updating your site to accommodate new happenings.
